Surrounding the actual coding part of a gene are regions called promotors, enhancers, inhibitors, ... These regions play a role in the expression of genes. Expression levels are of major importance. Think about it: you don't need all genes active in every cell. It would be pointless - even dangerous - to have the genes involved in for instance feather growth activated in say a liver cell.
